The Brazilian GNP is 2.7 10^12 (trillions) euros or 3.1 10^12 (trillions) dollars. Research and development is about 1% that is 2.7 10^10 euros or easier 27 billion euros or 31 billion dollars (equivalent to about 270 top football players, but this is another subject). I do not understand therefore the 300 million figure that M. Thiago Mota refers to. Maybe, he refers to the CAPES grants.
